What does Jeremiah 31:10 mean?

God is making a public announcement here, meant to echo across the whole world: he will not abandon his scattered people. When Israel was conquered and dragged away into exile, it looked like the end of everything, but Jeremiah tells them their restoration is coming. The image of a shepherd gathering sheep emphasizes both God's active care and his strength, since a good shepherd protects his flock from harm and loss. This message was radical hope for people in despair. It says that what looks like permanent scattering and defeat is actually temporary, and that God's commitment to his people survives their darkest seasons. Even when circumstances suggest otherwise, his gathering and keeping work continues.
