What does Jeremiah 21:4 mean?

God is telling Jerusalem that their military resistance against Babylon will fail, and their weapons will be turned against them. Rather than protecting the city from siege, those same tools of war will end up being used within Jerusalem itself. It's a stark message that human strength and strategy alone cannot save them from what God has allowed to happen.
