What does Jeremiah 19:15 mean?

Jeremiah is delivering hard news to Jerusalem: God will follow through on the consequences he's warned about because the people have refused to listen. The image of a "stiff neck" describes stubborn resistance, like an animal that won't obey the reins. The warning isn't arbitrary punishment but the natural result of people turning away from God's guidance repeatedly and deliberately.
