What does Isaiah 57:3 mean?

Isaiah addresses people who have turned away from God to worship idols and live in ways that contradict his instructions, calling them out for following in the footsteps of spiritual unfaithfulness. The language is harsh because the prophet is trying to wake them up to how far they've drifted, using the imagery of those born from practices explicitly forbidden in God's law. This isn't meant to shame people forever, but rather to confront them with the reality of where their choices are leading. The invitation to "draw near" suggests that even in judgment, there's still a call to return and listen.
