What does Hosea 2:11 mean?

God is speaking through the prophet Hosea about consequences for unfaithfulness, using the image of a marriage that's broken down. When He says He'll stop her celebrations and religious gatherings, He's describing what happens when a relationship with Him grows distant: the joy and meaning drain away.
