What does Genesis 9:14 mean?
When God establishes the rainbow as a sign of his covenant with humanity and creation, he's describing something visible and dependable. After the flood, he promises that whenever clouds gather and rain falls, a rainbow might appear to remind both God and people of his commitment never again to destroy the earth by water. It's a beautiful detail: the very conditions that once terrified humanity (the clouds and rain) now become occasions to see a sign of mercy and faithfulness. God chose something natural and recurring, something anyone can witness regardless of their station in life, to anchor this permanent promise.
