What does Genesis 6:18 mean?

God is making a promise to Noah in the middle of describing the coming flood: Noah and his immediate family will be saved. The covenant He mentions isn't just a one-time rescue, but a binding commitment to preserve Noah's line and continue His purposes through him. In a moment when God is announcing judgment on the world, this verse shows us that even in His justice, God extends grace to those who trust Him, and He doesn't leave them to face catastrophe alone.
