What does Genesis 44:1 mean?

Joseph, now a powerful official in Egypt, is secretly testing his brothers to see if they've truly changed since selling him into slavery years ago. He tells his household manager to fill their grain sacks with food and slip their payment back inside, setting up a situation where his brothers will appear to be thieves when the money is discovered.
