What does Genesis 38:17 mean?
Judah is trying to sleep with Tamar, a widow he doesn't recognize, and offers payment in the form of a goat. Tamar wisely asks for a pledge (collateral) first, essentially saying, "How do I know you'll actually follow through?" It's a practical negotiation born from hard experience, since Judah's family has already failed her in significant ways.
