What does Ezekiel 36:14 mean?

God is speaking here to the land of Israel itself, which had become a place of violence and bloodshed during the nation's darkest periods. The promise is that those cycles of destruction, where people consumed and destroyed one another and the nation hemorrhaged its own people, would finally end. This isn't just about physical safety, though it includes that, but about restoring a land that had grown sick from cruelty and loss. When God says the land will "devour men no more," he's promising renewal and an end to the devastation that had characterized Israel's history of internal conflict and exile.
