“You shall put the mercy seat on top of the ark, and in the ark you shall put the testimony that I will give you.”
What does Exodus 25:21 mean?
The mercy seat was a solid gold lid that sat atop the Ark of the Covenant, and God told Moses that this was where his presence would meet with his people. Inside the ark itself would rest the tablets of stone with the Ten Commandments, called "the testimony" because they testified to God's covenant promises.
