What does Esther 3:14 mean?

When Haman's cruel decree condemning the Jewish people is announced throughout the Persian Empire, it's made public in every province so that everyone knows what's coming. This wasn't a secret plot, but something officially proclaimed so that all people would be prepared for the day of destruction Haman had planned.
