What does Esther 1:16 mean?

Memucan is advising the king that Queen Vashti's refusal to obey has ripple effects far beyond one moment of disobedience. He's suggesting that if the king lets this stand, it sends a message throughout the entire kingdom that wives can disrespect their husbands with impunity, which he frames as a threat to the social order.
