What does Deuteronomy 19:9 mean?

This passage describes a promise tied to faithfulness: if the Israelites wholeheartedly follow God's commands and live according to his ways, he will expand their system of refuge cities where people accused of unintentional harm could find safety. The "three cities" refers to the initial cities of refuge established in their territory, and God is saying he'll allow them to establish three more as their land grows. It's a beautiful way of showing that obedience brings both spiritual blessing and practical provision for their communities, making their society more just and merciful. The underlying message is that when we align our lives with God's values, we find ourselves building something that protects the vulnerable and reflects his character.
