Deuteronomy 19:3
“You shall prepare the way, and divide the borders of your land which Yahweh your God causes you to inherit into three parts, that every man slayer may flee there.”
What does Deuteronomy 19:3 mean?
When ancient Israel entered the land God promised them, Moses instructed them to set up three cities of refuge, spaced throughout the territory so anyone who accidentally killed someone could reach safety quickly. This wasn't about letting murderers escape justice, but about protecting those who caused death without malice from revenge by the victim's family, which was a common practice in that time. The law recognized an important distinction: intentional killing deserved punishment, but accidental death shouldn't lead to cycles of retaliation that destroy innocent lives. By preparing these sanctuaries in advance and making them accessible, God's people were called to build a society with both justice and mercy built into its foundations.
