What does Daniel 11:1 mean?

This verse is Gabriel, the angel, speaking to Daniel about his work behind the scenes in history. Gabriel is saying he took action to support and empower Darius, a ruler during the time of the Babylonian exile, though the exact historical circumstances are debated by scholars.
