What does Acts 25:4 mean?
When the Jewish leaders demanded that Paul be brought to Jerusalem for trial, the Roman governor Festus refused to move him right away. Instead, he decided Paul would stay under guard in Caesarea (where they already were) while Festus himself made plans to travel to Jerusalem soon. This straightforward decision actually protected Paul, since moving him to Jerusalem would have put him directly in the hands of people plotting to kill him on the way. Sometimes what looks like a delay or setback is actually God's protection working quietly in the background.
