What does Acts 25:1 mean?
Festus has just arrived as the new Roman governor of Judea, replacing Felix. After settling in for a few days at Caesarea (the Roman administrative center on the coast), he makes the trip inland to Jerusalem to meet the Jewish leaders and get a sense of the region he now governs. This sets the stage for what happens next in Paul's trial, as local officials will soon bring their complaints about Paul directly to this new authority figure.
