What does Acts 23:28 mean?
The Roman commander Claudius Lysias is explaining to a superior officer how he got involved in Paul's legal situation. After a riot broke out in Jerusalem, Lysias arrested Paul to protect him, but he didn't actually know what the charges against him were. So he arranged a hearing before the Jewish council (the Sanhedrin) hoping to learn the real reason for the uproar and accusations.
