Acts 21:39

What does Acts 21:39 mean?
Paul is identifying himself to the Roman commander who has just arrested him during a riot in Jerusalem. By naming Tarsus, an educated, prosperous city in what is now Turkey, Paul is establishing that he's not some random troublemaker but a person of standing and education, which gives his request to address the crowd more weight. He's using his credentials and dignity not to escape accountability, but to open a conversation and be heard fairly.
