Paul is comparing false teachers in Timothy's church to two Egyptian magicians (Jannes and Jambres) who opposed Moses in the Old Testament. Just as those magicians resisted God's work through Moses, these deceivers are actively working against truth and the gospel. Paul's point is that opposition to God's message isn't new or surprising, and Timothy shouldn't be shaken by it. What makes these opponents particularly dangerous, Paul adds, is that they're mentally corrupted, their reasoning twisted by pride or selfish motives.
