What does 1 Timothy 1:5 mean?

Paul is reminding Timothy that all the rules and teaching in the Christian faith point toward one thing: love. When we follow God's commands from a place of genuine, uncorrupted motives (a pure heart), with a clear conscience, and with authentic faith, the result is that we naturally love God and others well. It's easy to get caught up in following rules perfectly or judging whether others are doing things right, but Paul cuts through that to say the heart of everything is love. If your faith is making you more judgmental, fearful, or self-righteous rather than more loving and at peace, something has gotten off track.
