What does 1 Samuel 6:1 mean?

After Israel's defeat in battle, the Philistines had captured God's ark, thinking it would bring them power. Instead, it brought them plague and trouble wherever it went, until even they realized they needed to send it back. Seven months is a long time to live with a problem you don't know how to fix, watching something sacred to another people cause nothing but suffering in your own land.
