1 Samuel 28:18

What does 1 Samuel 28:18 mean?
Samuel is reminding King Saul of a direct command he failed to follow years earlier. God had told Saul to completely destroy the Amalekites, but Saul kept their king alive and spared the best livestock, thinking he could use them for sacrifice.
