What does 1 Samuel 2:6 mean?

God holds both life and death in his hands, and nothing falls outside his sovereignty, even the hardest seasons we face. This verse comes from Hannah's prayer of thanksgiving after years of longing for a child, so she speaks from deep gratitude for being brought from despair to joy. The language about bringing down and lifting up isn't meant to feel distant or cold, but rather to comfort us that God sees our lowest moments and hasn't abandoned us there. When we're struggling, this reminds us that pain isn't the final word, and that the God who knows our full story is still in control.
