What does 1 Kings 8:31 mean?
When someone accused another of wrongdoing, they could bring the matter to God's house and ask the accused person to swear an oath of innocence before the altar. This was a way of saying, "Let God be my witness that I'm telling the truth, and let Him judge me if I'm lying." Solomon is describing a legal process where people turned to God as the ultimate judge when human judgment alone couldn't settle a dispute.
